When I click on an irc:// link, I'm shown this dialog:
That Mibbit thing is proprietary http://en.wikipedia.org/wiki/Mibbit
And I certainly don't have it installed. You can test this e.g. here.

The mibbit thing is a web site. It is not a client you need to install, so it is irrelevant if they distribute the code running in their servers or not.
