I found a program that can do it. It's called timidity.

You can also play MIDI files directly in VLC media player using this extension.

ffmpeg2theora may be such a program. I imagine that it can decode MIDI files. (And yes, it says Theora in the name but can also encode files that only contain audio and produce Ogg Vorbis files.)
