I believe so. Updating the whole archive rather than only the packages you need is a waste of bandwidth though.

According to 'man sources.list', you have to replace the URIs in /etc/apt/sources.list (or in files inside /etc/apt/sources.list.d) with "file:" followed by the path to the local archive, e.g., "file:/media/gottfried/my_disk/trisquel" for a local archive in a directory named "trisquel" on a disk labeled "my-disk" that is automounted at the default place for the user whose login is "gottfried".
