Make the Privacy Settings section be at the bottom in Abrowser

Description

It's quite annoying having to scroll down everytime to see sections like Top Sites when opening new tabs.

Trisquel 8.0 support ended in April 2021.
Please open a new issue in case it remains on the current supported release.
